Origins of the United Nations and Colonies of the Backrooms

Multiple United Nations staff have been reported missing over the past decade. This has lead to international scandal and outrage as the staff members have been presumed “disappeared” by member states with poor track records for human rights. This had led to several high level investigations into member states governments. The Secretary General of the UN said in a press conference, “humanitarians and UN staff must never be a target”.

What those at home don’t realize is that we survived. We’ve somehow been transported into this dimension known to locals as The Backrooms. Our staff have regrouped within this mysterious otherworldly place and we have established our own structure of governance to bring Peace and Security to the Backrooms as the United Nations has done on Earth since the end of World War 2.

We have named this organization, the United Nations and Colonies of the Backrooms, or UNCB for short.

UNCB (United Nations and Colonies of the Backrooms)

Key Organization Staff:
Secretary-General: The overall leader of the UNCB, responsible for providing direction, making crucial decisions, and representing the organization in diplomatic matters.
Spokesperson for the Secretary General: Serves as the official spokesperson for the UNCB, relaying information to the public and media. In the Backrooms, communication is vital, and this role ensures transparency and clarity in conveying the organization's mission and activities.
Deputy Spokesperson for the Secretary-General: Keeps the Secretary-General regularly informed of major breaking news stories from all recorded levels of the Backrooms.
Under Secretary-General for Backrooms Affairs: Manages and oversees all aspects related to the Backrooms dimension, including exploration, diplomacy with entities, and understanding the peculiarities of each Backrooms level.
Under Secretary-General for Entity Tracking Operations: Specializes in tracking and understanding the behavior of various entities within the Backrooms. This role involves studying their patterns, potential threats, and developing strategies for peaceful coexistence or defense.

United Nations and Colonies of the Backrooms Relief Coordination (UNCBRC):
UNCB High Commissioner for Refugees: Manages the overall Relief Coordination efforts of the UNCBRC (United Nations and Colonies of the Backrooms Relief Coordination) and manages the incoming and outgoing humanitarian aid available for dispatch as situations require.
Director of Humanitarian Aid and Rescue Operations: Coordinates and oversees the delivery of aid, rescue missions, and humanitarian efforts within the Backrooms. This role is crucial for providing support to stranded individuals and maintaining stability in colonies.
Director of Peacekeeping Operations: Manages the UNCB's Peacekeeping Force, overseeing training, deployment, and coordination of peacekeeping efforts to protect colonies from entity incursions.
Director of Positive Level Strategizing: Specializes in the catalogued positive levels and is tasked with strategizing the approaches for rescue missions in the positive levels.
Director of Negative Level Strategizing: Specializes in the catalogued negative levels and is tasked with strategizing the approaches for rescue missions in the positive levels.
Director of Letter Level Strategizing: Specializes in the catalogued letter levels and is tasked with strategizing the approaches for rescue missions in the positive levels.

Level 0 Relief Coordinator: Responsible for coordinating relief efforts in the relatively stable and safer areas of the Backrooms. Specialized for Level 0 environment and hazard profile. Focuses on aiding newcomers, providing basic supplies, and establishing safe zones for those who find themselves in the initial levels.
Level 1 Relief Coordinator: Manages relief operations in areas with moderate hazards. Coordinates efforts to navigate and provide aid in locations where entities may pose a threat but are not excessively dangerous. This role involves more advanced rescue operations and supply distribution. Specialized for Level 1 environment and hazard profile. 
Level 2 Relief Coordinator: Specializes in coordinating relief efforts in the most hazardous and unpredictable areas of the Backrooms. Responsible for leading highly trained teams in rescuing survivors from dangerous situations, establishing temporary safe havens, and implementing advanced security measures. Specialized for Level 2 environment and hazard profile.
And so on, with Relief Coordinators for each level…

United Nations and Colonies of the Backrooms Research and Exploration (UNCBRE):
UNCB High Commissioner for Level Risk Assessment: Oversees and acts as the final check before Risk Assessments are formally published by the UNCB.
Safety Zone Boundaries and Analysis Coordinator: Specializes in designating safe zones and danger zones in the Backrooms as well as rating them by a level of risk.
Director of Exploration and Documentation: Coordinates exploration missions to document findings in undocumented levels.
Director of Research and Habitability Assessments: Coordinates the Research and Habitability assessments team and operations.
Chief Scientist for Backrooms Research: Leads the scientific efforts to understand the Backrooms' unique properties, conducting experiments, analyzing data, and providing valuable insights to guide decision-making.
Ambassador to the Entities: A cautious diplomatic role focused on establishing and maintaining relations with the various entities within the Backrooms. This ambassador works to negotiate agreements and ensure peaceful coexistence where possible.
Colonial Liaison Officer: Acts as a bridge between the UNCB and individual colonies, facilitating communication, addressing concerns, and ensuring that the needs of each colony are heard and addressed. Collects data from on the ground sources to inform Risk Assessment efforts and keep them up to date.

United Nations and Colonies of the Backrooms Procedural Staff:
Security Council Coordinator: Manages the Security Council Room, ensuring that discussions on security matters are organized, secure, and productive. Coordinates intelligence and oversees strategies for dealing with potential threats.
General Assembly Coordinator: Facilitates the activities of the General Assembly, ensuring that representatives have the necessary resources and platform to voice the concerns of the leadership of the colonies.
People's Assembly Coordinator: Facilitates the activities of the People's Assembly, ensuring that elected representatives have the necessary resources and platform to voice the concerns of the general population.

Structure of the Organization, Legislative Branch

Security Council:

The Security Council of the UNCB is a group of 15 diplomats of the largest colonies and settlements within the documented Backrooms.

Their scope is Peace, Security and Resource Management of Human Settlements within the Backrooms.

They can pass resolutions legally binding to the governing bodies of all Backrooms colonies and settlements in the documented Backrooms.

For a resolution to pass, it needs a two-thirds democratic majority.

The UNCB Security Council is fully democratic and does not feature veto powers, unlike its UN counterpart.

 

General Assembly:

The General Assembly of the UNCB is a group of 352 diplomats, representing the leadership of colonies and settlements, large and small, throughout the documented Backrooms territories.

Their scope is Peace, Security, Resource Management, Expansion, Rescue Missions, Trade, Humanitarian Mission Coordination and Long Term Stability.

They can pass non-binding resolutions that serve as a barometer of consensus among the colonies of the documented Backrooms.

They can also pass binding resolutions with a two-thirds majority but they require ratification by the Security Council or the People’s Assembly with a two-thirds majority to become binding.

 

People's Assembly:

The People’s Assembly of the UNCB is a group of 352 elected representatives, elected by the citizens of the colonies and settlements, large and small, throughout the documented Backrooms territories through democratic election in a Single Transferable Vote ballot.

Their scope is Peace, Security, Resource Management, Expansion, Rescue Missions, Trade, Humanitarian Mission Coordination and Long Term Stability.

They can pass non-binding resolutions that serve as a barometer of consensus among the citizens of the documented Backrooms.

They can also pass binding resolutions with a two-thirds majority but they require ratification by the Security Council or the General Assembly with a two-thirds majority to become binding.
